1. Remove
Spyware from your PC.
Spyware is hidden software that transmits
user information via the Internet to advertisers without the knowledge of the
user.

2. Install a firewall.
To stop your system transmitting data without permission, or
to stop illegal access to your PC, you should install a local firewall.

3. Check the firewall functionality.
You can check how secure your PC is by using 'friendly'
software to execute simulated processes. Try the test with your firewall
disabled and then again with it enabled.

I did a test with 'Shields Up' and my firewall presented me with (the web
address and the IP address of the invader):
Someone from shieldsup.grc.com [207.71.92.221], port 137 wants to send UDP
datagram to port 137 owned by 'Dial-Up Networking Application' on your computer
This is what the site said about its attempt at invading my PC.
Unable to connect with NetBIOS to your computer.
All attempts to get any information from your computer have FAILED. (This is
very uncommon for a Windows networking-based PC.) Relative to vulnerabilities
from Windows networking, this computer appears to be VERY SECURE since it is NOT
exposing ANY of its internal NetBIOS networking protocol over the Internet.
